The Performance-Based Bonus or PBB will be given to employees based on their contribution to the accomplishment of their Department's overall targets and commitments.

Both civil servants used to be treated the same when it came to government perks, regardless of the quality and amount of their job or public service delivery. In certain situations, non-performers and underperformers received the same incentives as their more industrious colleagues, showing that the prior compensation plan was exploited.
