DepEd will give service credit for teacher's overtime,
Funds for 25 % overtime pay will be spent on DBM.

The dialogue was held this morning (June 24,2021) between ACT, ACT Teachers Partylist, Department of Education and Civil Service Commission regarding ACT's request for service credit and 25 % overtime pay for overtime days To the teachers this school year. The dialogue is based on ACT's letter of request to Deped on March 30, and on CSC on April 8. Here are the important points in the dialogue:

1. DepEd and CSC recognize that teachers should be given compensation for excessive working days this school year (June 1, 2020 until July 11, 2021)
2. DepEd has committed to give teachers service credit every day of teacher s' overwork from June 1, 2020 until the official opening of classes on October 5, 2020.
3. DepEd will release guidelines related to this soon, including the removal of 15-day limit on providing service credit to fulfill teacher's overtime compensation.
4. In the guidelines that will be released, only the documents submitted by the implementing unit (school or dission) for the payroll of teachers on June 1 until October 5 will be requested to give the service credit.
5. DepEd and CSC legally required to give 25 % premium as overtime pay on overtime days. DepEd will be in dialogue with the Department of Budget and Management to fund this.
6. DepEd and CSC also comply with the right of teachers to monetize their service credits every year, as well as regular monetization of leave credits of all government employees. DepEd needs to make a report on how many teachers want to monetize and drop it to DBM for the budget.
7. DepEd can't speak yet about the Proportional Vacation Pay, and its guidelines and computation for the current school year because Pang hasn't made a decision yet. Duterte, when will the next school year be opened.
8. ACT also adjourned the issues regarding the P300 monthly Communication Expense Reimbursement for 2020 that until now the majority of teachers, status of probationary teachers and attacks on ACT Unions carried out by NTF - ELCAC. DepEd has committed that there will be a separate dialogue regarding this.

We are thankful to DepEd and CSC for talking to the ACT and dealing with this very important issue. We expect agencies to hold on to their commitments in the conversation. Let's continue to watch out and strengthen our righteous wishes.
